WashingtonExec Names Bill King a Top General Council and Compliance Executive to Watch
15/04/2025
With strategic vision and forward-thinking leadership, Bill King has transformed the legal function at QinetiQ US from a reactive service into a proactive business partner deeply engaged with the company's growth initiatives and operational excellence.
"When I joined QinetiQ US following a significant acquisition, I saw a tremendous opportunity to enhance our legal capabilities," King reflects. "We've successfully transformed our approach to become proactive strategic advisors deeply embedded with the business. This evolution has allowed us to significantly reduce our reliance on outside counsel while delivering more responsive and valuable legal guidance to our teams."
King's team has implemented a metrics-driven approach to legal engagements that has yielded impressive results. "The increased number of legal consultations we're seeing is actually a positive indicator," explains King. "It demonstrates both the capabilities of our small but mighty team and the business's commitment to seeking sound legal counsel early to make informed decisions and effectively mitigate risk."
Why Watch
In 2025, King and his team are heavily focused on advancing QinetiQ US's position as a leader in the U.S. defense sector while navigating complex regulatory requirements with agility and foresight.
"Our primary focus is supporting QinetiQ US's growth while maintaining the highest standards of compliance and ethical conduct," says King. "As part of a global enterprise, we also benefit from international perspectives and governance frameworks, which strengthen our internal legal operations and enhance our ability to navigate complex regulatory environments.”
King is also a passionate advocate for ethics and compliance excellence across the GovCon industry. He recently participated in an industry panel focused on proactive compliance strategies and best practices for mid-sized defense contractors.
"Integrity and ethical conduct aren't just legal requirements—they're foundational to how we support our customers' missions. We're focused on empowering the business with the right guidance at the right time," King emphasizes.
Fun Fact
Outside the office, King belongs to a select group of enthusiasts who restore and drive vintage French automobiles, particularly Citroëns from the 1960s. He owns models from 1962 and 1968. "There are parallels between restoring classic cars and building a robust legal practice," King observes. "Both require careful planning rather than reactivity, an appreciation for how all components work together to create a well-oiled machine, and patience for the long road ahead."
